It probably wasn't.

The aircraft in the article was a USAF KC-135 tanker. Nearly all of the aircraft practicing over us are Navy F-18s flying out of Oak Harbor. So unless the pilot switched services and went from flying F-18s to a KC-135, which is basically a converted 707.

Reading this article reminded me of the Whidbey Navy jet that drew a sky penis over Okanogan several years ago. Wonder if it was the same pilot?
